Neal, university librarian and vice president for information services at Columbia University in the City of New York, served as the voice of libraries when he testified at the US House of Representatives Judiciary Subcommittee on Courts, Intellectual Property, and the Internet’s hearing on preserving and reusing copyrighted works.
